Policy Director & Counsel
Bill joined the COSC family in 2012 as research manager for the State Chamber Policy Center. As Policy Director & Counsel for COSC, he coordinates the operations of the Policy Center. Along with the executive director, Bill is responsible for developing COSC’s programming for our two annual meetings as well as webinars, conference calls, and other events.
Bill played an integral part in building the Policy Center’s network of state chamber government affairs staff, producing our weekly newsletter, and spearheading research projects on a broad array of issues that affect the state business community.
Prior to working with COSC, Bill provided state legislative tracking and research services to corporate and trade association clients of MultiState Associates. Bill has also worked for a member of the U.S. Senate, the California Assembly, and the Legislative Counsel's Office of California.
Bill earned his bachelor's degree in history from Ohio University and his J.D. from the University of Pacific McGeorge School of Law. He served as Managing Editor of the Law Review.
